The following steps are undertaken to determine qualification
and eligibility of a candidate:
1. Examination of the evaluation form
2. Examination of supporting documentation which is requested from
the candidate
3. Background Investigation in order to determine eligibility (problems
with drug or alcohol abuse, bankruptcy, tax obligations, criminal
records etc.). Please note that candidates with a criminal record
are not eligible.
4. Final appraisal
Our final appraisal is based on the following factors which were
published by the US State Department and which can be regarded as
standard criteria for diplomatic appointments:
- Misconduct in prior employment, including marginal performance
or inability to interact effectively with others
Criminal, dishonest, or disgraceful conduct
- Misrepresentation, including deception or fraud, in the application
process
- Repeated or habitual use to excess of intoxicating beverages affecting
the ability to perform the duties and responsibilities of the employee's
position
- Trafficking in or abuse of narcotics or controlled substances
- Conduct which clearly shows poor judgment and or lack of discretion
which may reasonably affect an individual or the agency's ability
to carry out its responsibilities or mission
- Financial irresponsibility, including a history of not meeting
financial obligations or an inability to satisfy debts
Please take notice of the following facts regarding Honorary Consulships:
1. GVS Executive Resources does not sell diplomatic appointments.
2. GVS Executive Resources does not make the final decision about
a candidacy and does not appoint Honorary Consuls. All appointments
are conducted by the appropriate governmental agencies.
3. GVS Executive Resources does not work for a single governmental
officer but solely for the official governmental authorities as
a whole.
4. GVS Executive Resources does not work for candidates. We exclusively
work for governments.
5. The countries for which we work are able to grant diplomatic
appointments which meet the standards as outlined in the Vienna
Convention, thus granting you the right to request the Exequatur
from the host country. Once you have received the Exequatur, you
will enjoy Diplomatic Immunity. However, we do not select or support
candidates who are seeking immunity in order to protect their criminal
businesses. Diplomatic Immunity is a side-effect of the appointment
but can never be the primary goal. Criminal or ethically inadequate
candidates are not eligible for diplomatic appointments.
6. GVS Executive Resources does not issue any official documents.
All documents are issued by the appropriate governmental agencies
in the most official manner.
